Mojaloop and Financial Inclusion in Emerging Markets

In many emerging markets the barrier to financial inclusion is not the absence of digital money — mobile-money wallets are everywhere — but the fact that those systems do not talk to each other. Money trapped in one provider's wallet cannot easily reach a bank account or a rival wallet. Mojaloop is open-source software designed to solve exactly this: it lets a country build an interoperable, instant payment switch that connects banks, mobile-money operators, and fintechs on equal terms. The problem: fragmented digital money

Its origins trace to work supported by the Gates Foundation aimed at digital financial inclusion, and it is designed around open standards so that many types of providers can connect.
Because it is open source, adopters can inspect, adapt, and extend it rather than being locked into a proprietary vendor — an important property for national infrastructure that must be trusted and sovereign.
How it works
Mojaloop implements the pieces needed for a hub-and-spoke instant payment system where connected participants (called DFSPs — Digital Financial Service Providers) transact through a central switch. The main components include:
- An interoperability switch (hub). The central component that routes payment instructions between DFSPs and coordinates the transaction lifecycle.
- Party lookup / account discovery. A directory service that resolves a human-friendly identifier — typically a phone number — to the DFSP and account behind it, so a payer can send to someone by phone number regardless of provider.
- Quoting and agreement. Before money moves, the parties agree on terms including any fees, so the outcome is transparent.
- Transfers with settlement. The actual value transfer is executed, and the hub tracks obligations for net settlement between participants.
Mojaloop adopted the ISO 20022 message model in its API to align with global standards, easing interoperability with the wider payments world. Its design emphasises a real-time customer experience — a payment completes in seconds — while interbank settlement is handled on a deferred, tracked basis behind the scenes.
Why it advances inclusion
The inclusion case rests on a few properties:

- Phone-number addressing. People pay each other by phone number, which suits populations without traditional bank account numbers.

Realities and limits
Mojaloop is software, not a magic switch. Standing up a national payment system still requires a scheme operator, governance and rules, participant onboarding, settlement banking arrangements, regulation, and fraud and dispute processes. The software lowers the technical barrier and provides a standards-aligned foundation, but the surrounding scheme is what makes it work in practice. Several countries and regional initiatives have used or piloted Mojaloop-based systems as part of their inclusion strategies, and the pattern — an open, interoperable, phone-addressable instant switch — is increasingly the template for inclusive payments in emerging markets.
